I was parallel parking and I accidentally backed up to far into another parked car, fortunately I didn't chip any of my paint. However I got a little bit of their paint on my rear bumper. I was wondering how I can get this off? I mean some of it is just rubbing off by hand but, some of it is on pretty good and I don't want to accidentally chip my paint.

Yes, pretty easily actually. What this is referred to is paint transfer. You can even use tooth paste in a pinch. Otherwise the safest bet is to use a clear coat safe rubbing compound and slowly, with circular motion, rub out the transfer. Then follow up with some wax if you do wax your car.
