Is it ok to build a house just like the one's you see on t.v shows[ie: Charmed, 7th Heaven etc]?

Why not? Contractors these days build whole neighborhoods that have homes that are mirror images of each other, so I don't see why you couldn't build a house that copied one you saw on a tv show or movie. I highly doubt they would have any problems with people copying homes like these.

I don't see why not. They film in real houses all the time for movies and shows.
