Big brother because there have been few instance of a foreign terrorist hurting an American in America.
But if we allow Big Brother to spy, then there is no telling when it will stop or even be put under control.

Big Brother by far. The "Two party System" is a ruse We are given a Choice of which inbred aristocratic moron we want to vote for. They have made the Bill of Rights the Bill of Suggestions, the words "The Congress Shall Make NO Law"have been forgotten by a generation of Sheep.

Foreign terrorist!!!
We have alot of great watchdogs trying to keep Big Brother under the scoop. While we rely on big brother to keep an eye of foreign terrorist.
Wow, liberty for a feeling a of safety. No, I don't want to give away any of my rights, a feeling of safety is individual. I feel safer than alot of people and I dont want to lose rights and liberties just because of someone Else's "feelings"

Definitely Big Brother. If we trade off our liberties for a little security this leaves us open to have all sorts of restrictions put on us. Where we go, what we eat, who we speak to, what we say, who we marry, what to believe etc.
Terrorists are scary but totalitarianism is scarier.

In the USA GWB has done more damage than terrorists have. Furthermore, the same attitude big brother take in its dealing with Americans, is one which create terrorists abroad.

I am very concerned about governments usurping more and more power and control over the people. The result is a dramatic reduction of our basic rights. Only mindless and weak people would choose government as the better of two evils.

I am more afraid of the American government. From the lowest bureaucrat, to the local policeman; we are surrounded by ex-military (brain-washed) people who will kill us just as fast as any Muslim.
As an American citizen, I am aware that my government works for itself and no longer represents me or my best interest. I am free to do what I am told.
At least with the Muslims, they are open about hating us.
They don't try to convince us (as our government leaders do) that they're "protecting us" while in reality, they just control us.

I do not see these things as mutually exclusive. Nor do I see the details in this question necessarily having anything to do with the question.
Poor Ol' Richard was in the pre-nuclear, pre-informational age. He was a really, really smart man. But he was not God. Neither was Thomas Jefferson. They were just men. Smart, but not infallible.
So, we are here now. Armed with all of history, and not just some witty quotes from some pre-one world age. We live in the age of the one world government, whether we stick our heads in the sand and try to avoid it or not.
So, the key is our power. Our world power. Currently, we have just one real enemy to civilization as we know it: Radical Islamic terrorism. It is in their prophetic text. They want to convert or kill. They would like us out of Iraq. Why do you think that is?
We can retain our US Constitution and be the safest. We do not stand a chance of having the Patriot Act repealed (both parties want it and it is already law). We can only use its documentary power to try to make sure that American rights are intact. And don't forget we have the Supreme Court, which will still have to follow the common law, except where the radicals slipped in some legislation.

Common sense tells me that if the government felt that the threat of terrorism was as serious as they would like us to believe, they would stop all immigration, legal and illegal to "protect" us instead of just spying on the citizens and starting a war in Iraq that had no terrorists. None of it makes any sense to me.
