I want to cover my whole ugly back fence with some sort of trellis which will support vines such as mandevilla or passion flower. I have very little money any suggestions?

Often there is good stuff to be found, like old shelving and such, shopping cart sides, behind stores. But...that can be a bit tacky.

Chickenwire is nearly invisable once its up, and the vines climb it well.

Scrap wood also works well if you can find long enough pieces.

Just look around and you will find what will work, probably for free.

To support heavy vines, you'll need to do some price comparisons - first, how much area do you need to cover? - (example:10'x6'?)
Chicken wire is inexpensive and comes in various widths and lengths - I bought 25'L at 3'W for 3ish dollars a roll - but this will vary for other sizes.
4x8 plastic lattice panels go for around 7-15$ per sheet - you'll need to compare prices form the home improvement stores and such.
If you use either of those, you'll be saving the most and having the right material for the job - just remember to have a small spacer behind the trellis for growth room needed for thicker vines or else it could cut into them through time.
Try the climbing roses too - you'll have to train the canes up and secure them to the trellis but once they fill in, breathtaking!

Check out Home Depot (or any major garden center) for a "trellis kit" or "vine supports". The kit has several small plastic disks that easily glue (included in the kit) to most surfaces and sturdy green twist ties to guide vines. We've used this successully to train bougainvillea and jasmine onto stucco walls and wood fences. We also strung clear fishing line from one disk to another to create even more trellis area for the vines to cling to. It's a very inexpensive and nearly invisible alternative to a wood trellis Good luck.
