That discharge is cervical mucus... Girls generally start producing it about a year before they have their first period.
Something to watch out for are signs of your first ovulation, which will come a couple weeks before your first period. If you notice a large amount of clearish discharge, you may be ovulating.
just because your mom got hers at 10 doesn't mean you will, ask our dads sisters when they got theirs and that will give you a better idea, I bet theirs was later.

It varies a great deal. Anywhere from about 9 to 18 is normal. The fact that the discharge is regular is a good sign.
Make sure that you're eating well. Eat protein (not necessarily meat; it can be beans and rice), get lots of iron and calcium, and get enough fats. Since you're still growing, you need to keep your body healthy.
There's no way to predict. Can you ask your mom when she got hers first, but since there's better nutrition nowadays, you'll probably get it earlier than she did.

Ok, first of all, you are too young to be on here.
Minimum age is 13.
To answer your question:
every girl's body has its own schedule. Some girls start to menstruate as early as age 8, while others start as late as age 16.
Most girls start their first periods at about 12 or 13; however some girls may have periods by the age of 8 and still others may not have a period until they are 14 or 15.

If your really concerned ask your mom to take you for a check up. Normal periods can start from 9 years old to 16 years old.

Actually, scientists have found that your body typically isn't ready to menstruate until you weight at least 100 lbs. At that weight, your body has enough fat reserved in order to be able to have a baby.
