These crisps are common in the Pacific Islands and are made from local fruit and vegetables. Initially they can be made at home and contained in plain packaging. But how do you go about getting them into a supermarket chain? Would they need approved packaging and be required to meet any production standards?

Go see the Small Business Development Center for advice. This is a very complex business to get into.

When you're selling food, there are a large number of laws at many levels that have to be followed. And supermarket chains typically require a vendor to carry a minimum million dollar liability policy or they won't put the product in their stores.

If the above is all satisfied, you'd have to convince a buyer for the chain to purchase the product and put it in the stores.

You will be in a difficult market and a low cost budget suggests you will be wasting your time unless you have a really new type of "must have" product.
Try to find a capital partner as you wont get going unless you have successful advertising. You could end up losing your money and seeing some nice person pick up the pieces and make the money instead of you.

jesus there are all sorts of food standards that you have to conform with, you better get on to them (the food standards gency) and ask for a book of rules and standards in regards to manufacture for the general public and that is just the beginning of the leg work for publicising your product , good luck any way!
