if they are having a concert or something get backstage passes and hang out with them tell them about you and how you are a big fan of them, and compliment them. I am friends with one celebrity but i won't tell you who because you probably wont believe me anyway. lol.
oh yeah i forgot to tell you how we met:at a concert and then we became good friends!

Probably just win a concert backstage pass or go to HollyWood and you'll see them everywhere. I haven't met one yet but i'd like to, though they do have a lot of fans.

get an agent, enter contests, become FAMOUS
or just be friends with someone that has some sort of relationship to them

Ryan Ross... Criss Angel... William Beckett... Billie Joe Armstrong... umm... lots more too.
