im planning to study in frankfurt next symester and need to know when the school year starts

If you are talking about the University, you might take the "Wintersemester" (WiSe / WS). It's normally from 1. Oct 2007 to 31. March 2008, but you should contact the University before just to be sure.

If you are not visiting the normal University (Universität) but the "Fachhochschule" you must consider that they begin normally a month earlier (around 1. September).

Just for your Information:

Sommersemester is normally (SoSe / SS) from 1.4. to 30.9
Wintersemester is normally (WiSe / WS) from 1.10. bis 31.3

The new school year will be beginning on 18 Aug. 2007 in Hesse (the State, where Frankfurt is).

That date is valid for grammar and primary schools. Things are different for Universities.
