Well....you can buy ovulation tests at any drug store or even Wal-Mart. If you're trying to get pregnant, I think that would be your best option. If you aren't trying to get pregnant and you're trying to decide when it's safe to have sex you should probably just go ahead and talk to a doctor about getting on birth control to regulate your periods. Either way, I would suggest going to a doctor. Skipping periods often isn't good.

How old are you? If you're still a teenager, I wouldn't worry too much about it. Your periods are going to be irregular for a few years at least.
If you're not, I'd suggest either talking to your doctor about your concerns, or looking into something called the Fertility Awareness Method. There's a book out there called Taking Charge of Your Fertility that discusses it in depth, and teaches you to look for certain signs throughout your cycle, and can help you figure out if you're ovulating or not.
Buying a book or checking it out at the library might be cheaper than spending money on ovulation tests, if you're young and on a budget.
Beyond that, it's fairly normal to miss periods every now and then. Anything more than 2-3 a year, and I'd recommend speaking wth your physician to make sure it isn't serious. Some women just don't ovulate as often as others, but you need to be sure that there isn't a more serious problem before you let it go.

First, realize this, you always ovulate first then have a period second. I can tell when I am ovulating to the day. When I go to the bathroom and I have a clear sticky discharge that is thicker than any other time of the month, I am ovulating. I generally notice this discharge for 2 days (roughly 14 days after the onset of my last period). This is because of the increase in estrogen in your system. If you took this discharge and put it on a glass slide, it would actually crystallize and look kind of like a snow flake (from the estrogen). Once you learn to look for this it is well worth knowing your body this well. After I got married, I went off of birth control and simply timed sex around these signs. I did not get pregnant for 5 years, then we decided to have kids. Then we had sex when I knew I was ovulating and got pregnant the first month.

I would just say this, do not bet that your NOT ovulating. Stay on birth control and insist on condoms.
If you have not learned to read your body you apparently do not know. SO ONLY HAVE SAFE SEX, UNLESS YOU ARE READY TO BE A MOTHER.
If you are a teen it will get more regular as you get older.
