Problem connecting to https:// websites , like https://adwords.google.com/?

Hello guys, can you help me please?

I am trying to connect to http://adwords.google.com/ .. and is not working, i receive the above message :

Internet Explorer cannot display the webpage

Most likely causes:
You are not connected to the Internet.
The website is encountering problems.
There might be a typing error in the address.

I use Windows XP (SP2) , Internet Explorer 7 . Please help me :( , its doing this **** 20% of the webpages that are https://

IN IE make sure SSL 3.0 and TLS 1.0 are checked in
tools->internet options->advanced menu.
SSL settings can be found in the security subsection
