The snorkel allows the car to pull in air for the engine to run when you drive into deep water, at least up to the air intake of the snorkel.

However, that does not prevent water from seeping into the cabin area of the vehicle as it is probably not that watertight.

Also, when entering into deep water, the weight of the vehicle is lightened considerably and will in most likelyhood begin to float and you will have no control over the vehicle. Be careful where you go.

So, yes, in essence it does allow the car to breathe when underwater, but you cannot go that deep underwater without other consequences. It is meant only for very short term deep water excursions.
