Dwarf puffers are territorial and will nip fins of any fish kept with them. They really need to be in a tank with only dwarf puffers. You can keep dwarfs in a group as long as you have 1 male to 2-3 females and at least 5 gallons per fish. They also like lots of plants and hiding places, are very sensitive to ammonia and nitrites (so cycle the tank first), and need a supply of shrimp or snails (something hard) to keep the teeth worn down.
