Friend told me that her 2 year old has black eye b/c nanny 'lost it' and hit him for misbehaving. Apparently "the only time" it happened. Should my friend file a police report? See a pediatrician immediately? What is the best course of action at this point (yes, the child will not be going back there, that part was obvious).
I think a police report is in order cuz this lady is licensed and could have access to other children in the future - and I contend that it is NEVER ok to hit a child - one strike and you're out.

Am I too harsh? What should be done? What's the law?

The perpetrator has committed a personal felony battery against this child. You need to file a police report immdediately,call the child protection agency, and take the child to ER.

If the child protection agency finds that abuse has ocurred then the perpetrator will be put on a central registry of child abuse, prohibiting them from caring for children in the future.

Another reason to call the child protection agency, is that the perp has access to other children and should be investigated to ensure the safety of those other children.

If you just call the police, the perp may never be placed on the registry because if no arrests are made and no charges are filed against this perp there will be no record of this child abuse incident.

Child should go to ER for his own sake and also because the police and the child protection agency will rely heavily on the doctor's report as evidence. Bruises on children can disappear rapidly and should be shown to a professional as soon as possible.

Yes, she needs to file a police report IMMEDIATELY. She also needs to take the child to an emergency room to be examined. She can file the police report at the ER. If it has been more than 24 hours, she should take the child to a pediatrician. Also, she should take photos NOW.

Report her immediately to the police. She really lost it if this child has a black eye and should never work with children again. If a parent did this they would be charged with child abuse and so should she.

No you are not to harsh. call the police. its the law.

Report her to the police and the day care licensing agency in your state right away!!!! There are other children at risk. DO NOT DELAY on this. A child could be seriously hurt or killed next time she loses it.

Your friend should also sue her civilly.

she should call the police, childrens protective services and the states licensing board. Hitting a child anywhere is unexcusable but hard enough to give the kid a black eye? "Lost it" or not, I think criminal charges should be filed.
