I think the Blazers have a slight edge based on their overall squad, but both teams will still struggle to make the playoffs. The west is pretty stacked and both teams need to learn to work together.
The Blazers will be more dominant inside defensively and the Sonics will be able to put up more points, generally speaking. However, there will be more nights when the Sonics just aren't hitting, while defense will always be there for Portland. That's why the Spurs win championships (defense). It is also why the Blazers took Oden over Durant and shipped off Zach Randolph, who never plays defense.
Team health will probably play a big part of who does better. If Oden, Durant, Lewis, Aldridge, Roy, or Green get hurt and miss a significant amount of time, it could really change things for that team.
Both teams should be better and in the long run, they could both move back to the top of the west with some luck and good health.

even though Ray Allen is gone, the Sonics still have a better overall team than the Blazers
Greg Oden may or may not make a big impact this year, but the Blazers lost Zach Randolph, their best player... now they will have to rely on a young Darius Miles and Brandon Roy
the Sonics got two good rookies in Green and Durant... Rashard Lewis may or may not leave, but Durant is going to make a very big impact on the Sonics I believe (and i think he'll probably get ROY)...
all in all, the Blazers' starting lineup has 1 rookie (or 2 if they start Acie Law), 2 second year pros (or 3 if they start Jarret Jack)... they're too young and are just developing, Sonics won't make playoffs, but:
Sonics: 39-43
Blazers: 32-50

Both teams will have mid 30s to low 40s wins. I dont see them making the playoffs though, the west is just too tough. Blazers may do better now that they have a game ready anchor to rally around. Sonics on the other hand will need to grow together since the team is so young. The sonics may want to get in a couple of veterans though.

The Blazers should definitely be a little better, win about 45 games, and the Sonics will draw even at .500. But both teams will be improved and should develop a rivalry that's FUN TO WATCH!
I think they could pull off going 7-8 in the playoff seeding.

Did you also forget who the Sonics lost? Durant will not be better than Ray Allen in his first year. It's a harder transition from college to NBA for guards than it is for centers. I'm not sure if Oden is what the Blazers need though... he's got a good defensive game, but offensively...

I think they will both struggle to make it out of the bottom 5 in the West.
None of the rookie class are going to come out and make too much difference to their team's record in their first season.
They should both be thankful the the Grizzlies are still in the League to make them look good.
