If we gave everyone the power and authority to fix problems as they arose.

Many of the problems in the world could have been fixed in the first five minutes but the people present did not have the authority or the resourses to fix them. We had to wait for approvals and the problems escalated in the absence of
authority.
but small things lead to big things. Incentive and motovation snowballs.

In the service industry if a worker can repair the damaged confidence a client or customer has in a product or service by replacing or repairing immediately the defect then customer retention is achieved...problem goes away...confidence is restored and workers self esteem is raised. Giving the worker the authority has improved the service industry.

Would this empowerment implemented on every level of society improve our world. or cause more problems?

this system works at Disney..

of course it would only work if people were limited to fixing problems limited to their own divisions and it would not mean we would do away with bosses and managers.

Consider this: A team of horses, all of which know the best direction in which to take the wagon. Except they each have a different idea of what is best. Each horse tries to pull the wagon in the direction he wants. The result is the wagon goes nowhere. And that is what would happen with the people. Things get done because one person gives the group focus.

Sure it would be great to fix some of the world's problems and yes we could stand to remove some layers of beaurocracy but many so called 'solution's actually create problems.

no cause if you have defect then your system is not perfect, you are only putting a bandage on the problem, can maintenance correct your
defect only temporary we are already in this state of existence
