This just started happening. If my foot is less than half way to the floor, there is no whistle. But past abotu half way, i can hear a whistle as the rpm's reach and go beyond 2,800 or so.

Plugged up exhaust system.

What car is this and what's the model year?
In general
the whistle may be from a vacuam hose
or intake,exhaust manifold as the other answerer said loose air cleaner body.
or may be one of your window or door is not properly locked.

There is a small amount of water inside your air intake pipe or air filter box.

Leaking intake? or maybe the air cleaner lid is loose.

sounds like a air leak in the turbo intake, loose clamp, hole,crack, etc. what kind of vehicle are you talking about, diesel truck? car, ???? it makes a difference.....
