I think your misguided attempt at shielding the children of the world from someone who is using a non-copyrighted name on the internet is interesting.
You are, unfortunately, not going to be able to stop someone from using a particular username unless it libels the trademarked nameholder.
Trying to scare someone off the net is not a well-thought-out plan. Claiming that you're going to report him to a "government agency" carries little weight.
Probably best to just let it go.

Do you know this person personally, if not how would that person know what your child's name is because you are responsible for what the public knows about you and your family. , a name is a name regardless of how uncommon we think that is it is still not doing any thing to break the law i know it can be very uncomfortable ex specially to a concerned parent , it only becomes a crime if this person is pretending to be your daughter and using personal info like age address social security number etc. & stealing your childs identity , if you think you know this person and they are doing things specifically to taunt you or your family and you feel in any way this person has intent to harm you your family or your child then by all means take what ever percausion you feel you must. also if this is a person you know check your local sex offender registry and do a back ground check

My first response to this posting is....
Does this person who is using your childs uncommon name, know your child ? If they know your child, then you have a right to complain.
If they have no connection with your child what-so-ever, then they are doing nothing wrong. Could be the name isn't as uncommon as you thought ?
If your going to make public threats, you'll need a lawyer to back you up.
Thats my take on it...

Personal names are not copyrighted and therefore there is nothing you can do unless he/she is doing something illegal and then you can turn them into the authorities. Just remember if you make a false accusation, he can and more than likely will sue YOU and win.
It may not be pleasing for them to be using your childs name, but its not illegal.

Just because your child has an uncommon name doesn't mean that your the only one to think of it.
