I am not sure, but someone has taken a candy mold and made the candy lollipop that it was intended for and then wrapped the lollipop in a cute way and wants to patent that idea, is that possible?

When they find out how much the research costs they will be very wide eyed.

I saw an article many years ago about wheels on suitcases. At that time there were 25,000 patents for these wheels. When you figure the time involved to determine if there is a sufficient difference with your (wheel design) it could run upwards of $25,000.00.

It might have been 20 years ago I read this. I'm sure the costs have not gone down.

But who knows could be really unique. They would have to prove it as far as I know.

Search on patent and you should get the US Patent Offices site.
