The upside down one at the beginning of questions? You hold down alt and then press 0191. You could alternatively go to Character Map, copy the character, and then paste it in the document or just copy and paste this: ¿

On windows you pull up the special characters accessory
Start (or Windows Key) / All Programs /Accessories / System Tools / Character Map . You can then select the character and copy it ¿ On the other hand, on Windows machines you can get it by holding down the alt key and on the key pad (not top row numbers) doing 0191 ¿
