I have Sims2 pets, and really HATE it when you create two dogs (or cats) because you want them to have puppies and then they don't because they hate it each other. Happens all the time in my game!
The best way to get them to start liking each other is to play with them. Have enough of the chew bones for them to play with (at least one for each dog), and enough beds for them to sleep in so that they aren't fighting over the beds. Get your sims to train them, and play with the dogs. Eventually they'll end up starting to like each other. Your sims have to have a good relationship with both dogs in order to get the option to "try for puppy" with them. And of course, the dogs have to have a good relationship with each other as well.

Well if your willing to cheat all you do is go to the neighborhood screen and type in CRLT+SHIFT+C then in the box that shows up type in boolprop testingcheatsenabled true. And then enter the lot and chose each of the dog and pull up on the relationship bar and do this for both dogs and the should like each other.

make sure theres two dog dishes and dog toys and house so they dont fight over it. i cant remember anything else I havnt played sims in a while. sorry

hmmm.....bonding always helps. or you can just get another dog that gets along with one of the dogs you already have. But video games are unpredictable. try bonding...if that doesnt help (bonding meaning giving them toys to play with together). I dont really have this game...only Sims vet. Get a new dog and choose this as best answer please

First, is one male and one female? If yes, proceed.,
second, Are both of them unaltered? If yes, proceed,
third, are they of breeding age. You say like-9, what is that?
last, if all answers are positive to "making puppies" I would wait until the female's first period of "heat." Nature will take it course, and you will no more worries.
