He is in it but not in a human form he is the form of what looks like a giant cloud.

When Marvel Comics licensed their property to make the movie, they quickly realized that what wowed comic book readers in the 60's would not even prompt a yawn today.
There have been too many spoofs of Galactus eating the Earth like a Hostess Twinkie ("Mmm! Delcious granite continents! Ahh! Creamy molten magma filling, too!")
I should know. I put one on the cover of the Invisible Eagle fanzine in 1978.
So, Galactus... this big guy wearing armor...? People would not understand that this was just the visual representation of the world destroyer. (Also, there was a certain amount of overlap with DC's Sun Eater, which prompted the formation of the Fatal Five and the death of Ferro Lad. If you're not familiar with those classic stories, look them up. If you can ignore knowing about the competition and by-play between the companies, you'll enjoy them. They are not just rip offs.)
So big G had to be updated, and they had already done that to a certain extent in Ultimates. I had anticipated that they would never have Galactus actually appear, or that he woul dbe something like a black hole that could not even get close to Earth (like, within ten solar systems away) without destroying it. I don't say the movie was great, but it was worth watching, as long as you like the Fantastic Four.
The characterization of the FF was well done, despite the fact that some peope complained about their shallowness and lack of higher demensions. But that fits in perfectly with the original comics! That is the one area where they could adhere strictly to the way they were portrayed back then, and it would be right.
Maybe some people were disappointed by seeing super heroes behave like real people, getting angry, being short with one another, etc. But that's they way they are. The FF were the first ones to have a disfunctional super hero team, which lead in turn to the grim and gritty anti heroes that we have today.
Anyway, hope you enjoyed the history lesson!

Galactus is indeed in Rise of the Silver Surfer. But he is not like the comic book version. So no giant guy dressed in blue and purple.
