A fire requires fuel and an oxidizer. To prevent a fire make sure the fuel is in an air-tight container or make sure no oxygen (or other chemical oxidizer) can react with the fuel. You also need to make sure that there are no flames, electric shorts, or other means of adding activation energy to a material that could burst into flames easily.

Fire needs three things to happen it's called the Fire Triangle,

Fuel - anything combustable

Oxygen

Heat

If these three things do not combine you will not have a fire.
keep whichever one of these three things away and you have prevented fire.
