Reduce your net waste output, compost your organic waste, and take any ferrous metals to a local scrap recycling center to collect the money. If you live in a state with can and bottle deposit money (Michigan for example) be sure you are taking your soda cans back for the 5/10 cents.
All of your options really depend on what your living situation is though. IE, you can't really compost in an apartment. But then again, there's usually not individual trash pickup in apartments either.

Well, pay the bill.
If it is because you can't afford it, maybe you need to look at either having internet service OR garbage service. If that is the case, I don't know about you, but the garbage service would win out. . .

Drive it to the city dump. Cancel your Garbage company in protest and buy a small pull trailer and take your own trash to the dump once a month. It will cost less, your time is your biggest expense.

You get to pay more and go to the dump. You get to pay for gas, dump station fees, and waste some time you could have saved paying your garbage bill.
