Personally, I think most of what is "good looking" is personal preference, and if someone is or isn't attractive to you there's not much you can do about it. For example, I think Angelina Jolie, Taye Diggs, and Cindy Crawford are very attractive, but I find Tom Cruise, Jennifer Aniston, and Scarlett Johanson to be, at best, average; all are generally considered to be "good looking" though, by the public at large.
That said, I do think it is possible to give a person the appearance of being "more" attractive by maximizing what you have to work with...the most flattering hairstyle and color for your face, for example, being in good physical shape, or using the right make-up colors and amount to fit your specific face/coloring.
It makes sense that the "stars" or other rich people excel in these areas because they have people who are professionals in each area assisting them. An actress who has worked with make-up artists naturally learns what works or doesn't work on her; someone who can afford the time, attention, and skill of a top-notch hairstylist is likely to get the right haircut for their face and look, and personal shoppers can make sure the color and fit of clothes are most flattering (and can be tailored to fit perfectly--something most of us can't afford to do with all of our clothes--even t-shirts and jeans).
In the world of the "regular" folks, the guy who goes the extra mile to dress snappily and have a great haircut, or the woman who always accessorizes perfectly and wears flattering clothes will probably give the impression of being more attractive than others who look like him/her.
Take a picture of that person (or any beautiful star, for that matter) and look really closely. You'll see that your premise is right...they pretty much look like a normal person with good and bad points.

ya i completely agree with u. if they went all natural and tokk off all that glam, many of em will look very plain looking. Pam anderson is living proof LOL.. But it really come down to the person u are on the inside not the out. Beauty is from within.

Kind of depends on how you define "good looking".
Healthy=sexy
Bright smile, shiny hair, clear skin, right hip/waste ratio.
DYNOMITE!
Personally, I find makeup can be garrish and sometimes
clownlike.
