As everyone else said, $400 is quite low end. You can get one for that price, but it will not be anything good. For $400, the best you're gonna get it this: http://www.newegg.com/Product/Product.aspx?Item=N82E16883107188 Though you have to wait till they get more in stock.

What I would do, try to get a used PC from eBay or something, you'll get something much better.

For under $400 I do not know of a site myself. I do know that if you find one its probably a used PC. If its used or not its not going to be that great of PC. It will still play some games and will be great for school or internet browsing but nothing special.

I think you might need to raise you budget a tad bit. I would look in stores near you before I would look online.

I had to spend $5700 on my latest PC set. Well $5700 for everything except the monitor. I got a Keyboard , Mouse , UPS , Speakers (Small $30 set) , 300GB external hard drive the total after tax was around 5700 maybe a bit more. But the PC is over kill even more me. $2000 can get you a kick *** gaming PC. I know your not looking for something like that I am just trying to tell you how little $400 is. I spent over $600 on my video cards. lol

$400 pc is pretty much a very low-end machine. its good for text document, surf internet, check your email. but for gaming, video, image editing, this $400 is definitely not your choice. so think about what your purpose is. theres some $400 pc from tigerdirect.com
