Will a laptop with an Intel Graphics Media Accelerator 950 graphics card be able to run Age of Empires 3?

No, it is an integrated graphics solution not meant for gaming. If the game even runs at all, you will have to run it on the lowest settings and will still probably get poor performance.

It will run aero on Vista pcs but I think it's not up to much when it comes to games:
