I read a letter and I search what the letter was about and it said that it was relatively harmless

It's just a joke.

More or less, you are safe, but once in a while, could cause problems

It means you pose no threat of butchering your in-laws! Just kidding!

It describes something that poses very little risk but there is inherent in this description the potential for some risk remaining albeit very little indeed.

For example the species of ray that killed Steve Irwin the Crocodile Hunter, likely would have often been described as relatively harmless as many people have and do swim with them regularly without incident, unfortunately that was not the case when he entered the water that day. RIP Steve!

It is actually a rip on "Hitchhikers Guide to the Universe" where Earth gets an expanded entry from "Harmless" to "Mostly Harmless." just before it is destroyed.
Relatively harmless could be taken to mean that it is harmless except by accident (a mountain trail is relatively harmless, unless you fall; a horse is relatively harmless, unless it steps on you)

It means harmless, relative to something else. A tabby cat is relatively harmless compared to a tiger. A garden snake is relatively harmless compared to a rattle snake. A mild curry is relatively harmless compared to an extremely hot one.
It's all relative.

If a drunk psycopath is passed out he's relatively harmless. the potential is still there. If you wake him up and say " Hey, what the hell do you think you're doing?" At that point he is not hatmless.

i think relatively harmless can mean a snake can look relatively harmless because you think it is so small but donnot think it is not dangerous
