It's always good to be among your own because it gives you an easy opportunity to swap information and get helpful advice in your profession. Birds of a feather do flock together for the common good. The tax breaks there might also be excellent, also....it's an image thing.

Because quite a few early high tech businesses got started, here, in the 50s and early 60s, (Hewlet Packard, Memorex, Amdahl, Intel, etc.) Silicon Valley has been at, or, at least, near the leading edge of much of today's computer electronics industry.
Because of that, newer companies have found that by locating near their biggest suppliers and customers, it is much easier to do business, here, than in some other, remote locations. Sales people, service tech, etc. don't have to travel more than a few minutes to visit a number of corporations. The nearby location of three major airports SJC. SFO, OAK) also helps these companies get access to the rest of the world.
Since the area has attracted do much high tech business, other, supporting industries have also located in the area, such as financial services, real estate and construction services, clean room support, and mail order and web-based businesses.
Clearly not an image thing. It just makes business sense. Other high tech centers have grown for similar reasons. Texas Instruments has been in business as long as many of the oldest Silicon Valley companies, and formed the nucleus of that areas high tech boom, for example.

The answer is very basic. There are many companies founded by employees of existing companies in that area. Those individuals already live there. Most people start their businesses where they live.
