To be honest if I am happy with my partner, I have no problem. In my past I had a man who was not very nice to me, and I would dry up, which is appropriate.

Not really, but if the situation is uncomfortable or you are scared etc. it`s normal not to get wet. Lubrication works or just take more time to the fore-play.
If often happens that you are really exited, but still don`t get wet, you might want to talk with a doctor.
