of course you can. you have to celebrate wherever you live. if you live in an apt building why not celebrate there? get everyone together and make a party in a common room, or get everyone to leave their doors open (if they want to participate) and folks could go from one apt to the next like a moving party! there are always options. might want to talk to the management about it beforehand just to be safe, but at the very least you can certainly have a party in your own apartment!

a bash meaning 4-6 people for dinner or 20+ people and tons of alcohol? dinner is fine but tons of people tramping around is probably not...if you are on the ground floor it is a little better since no one is below you but on a higher level, unless you invite everyone that would be disturbed, isn't really polite...
depending on where you live, try going to a nearby park instead

Yeah, but make sure that you invite the people on either side of you so that they don't complain about the noise that you/your friends are making.
