If this is possible/legal, would the court system in a particular state bother to do this to locate someone for failure to appear in a minor civil case?

When a cell phone is turned on, it constantly communicates with the nearest tower. It is possible, but not as easy as it appears on TV, to identify the tower to which the phone is connecting. This gives a general area. Most phones these days contain a GPS chip. When the chip is active, it can be used to transmit a more precise location. For as civil case, I doubt the court would even bother to find out you owned a cell phone. Most phones allow you to deactivate the GPS except when calling 911.

I know there is a new phone out that has GPS that you can track.

I am sure you can with a regular cell phone, though they say they have problems with it from time to time when used for emergency situations. I had a friend who said her husband stumbled upon a website where all you had to do was type in the cell phone number and you could see where the person was.

Frankly I don't care if the government knows where I am. If they really want to track someone down, they will do it.

yes modern cell phones have GPS built in. it is used when a 911 call is made. Do you understand what a civil case is? Failure to appear just means your opponent will likely win the case and judgement will be made against you! There won't be a warrant for your arrest, however, you will have financial consequences if you don't take care of it!

Possible, Yes. GPS is built in, jus not available. All you need is the software upgrade from your provider. It is possible and legal with a court order.

Are they gonna go after you for a parking ticket? No. They'll just yssue a bench warrant and arrest you at your next traffic violation.

The real issue is can the Federal Government (FBI, Homeland Security, etc) do it WITHOUT a warrant.

Yes is possible but in your case is not very probable they bother to do so.

But you can expect an arrest warrant against you plus having the case ruled in favor of anyone suing you in this case

I don't own nor carry a cell phone. I always called them tracking devices.
