That depends on the rules of the apartment....some allow, some don't. Some apartments have special areas where you can if they allow it.

I don't see why not, unless your manager forbids it, some management turn off any outside spigots for reasons they don't want a high water bill, I had this problem when I was living in a apartment building, but would forgo their ideas and would just use a screwdriver to turn on the water as they only removed the handle to turn on the water, not too smart if you ask me by doing so, as someone is always a bit smarter than the them.
