Im looking at an 1999 Audi A4 at a local dealer, the price they want is $8,995 and it has 95,517 miles on it. Is this a good deal? its in really good cond. overall, just dont know how many miles an Audi acts up at.

It is a very attractive deal and it is worth the money big time, but the question is; do you really want this particular A4. And I am not talking about this particular car at this local dealer of yours, but the particular A4 model with the 2.8 engine. I apologize, but I'm going to play devil's advocate on this one.
Before Audi's adaptation of the FSI direct fuel injection engine, first created by Volkswagen, it's engine sizes fluctuated a lot. Particularly, the 2.8 engine was revised only to be replaced by he 3.0. Don't get me wrong, the 2.8 is a good engine, but it lacks refinement and it carried on from the older Audi 80 (or Audi 90, the upscale version of the 80) thus deaming it old. The 1999 model you are looking at has a revised version of the older engine to produce more power but, nonetheless, it was still outdated for its time. Imagine, then, how old it is today.
On the other hand, consider the 1.8 liter engine, first introduced in the B5 A4 model, i.e. first generation A4. It was built based on the engine of the Audi Touring race car built by Audi Sport. This engine was one of the best engines of its time and it was so good that it continued being manufactured and positioned into Audis (and other Volkswagen Group cars) with very minor revisions and its FSI version is used today on European A3's, A4's and is available on the new A5 (Europe only). The first generation A4's with the turbocharged 1.8 engine are still very appreciated. They get a great gas consumption, are sportier than the 2.8 (if that interests you) and are very easy to maintain. Plus, it is easier to find a 1.8T A4 rather than a 2.8, and the first might be less expensive.
Another advantage with the 1.8 engine is that there is a lot of room for improvement with a wide variety of performance enhancement products in the aftermarket. If you do actually consider the 1.8 and would possibly want to enhance the power output of the car, then there is no other better tuner for Audi (at least in USA) than Audi Performance and racing www.goapr.com

Wow, didn't know Audi's held their value better then Toyota...they don't and that car isn't worth more then $6K if its a 1.8 and not fully decked out. Audi's aren't known to be the best built cars, tons of electrical problems. A car that old is bound to start having problems soon if it hasn't already.
Considering the price this better be a V6 model with power seats, CD, leather etc, then the price isn't so bad.

Is better for you to check what the previous owner done on all the services. Audi is fun to drive, but is cost expensive to fix when it's comes problem.

i worked at an Audi dealer in the service dept, they act up long before 95k miles. i had repalced many engines in the 1.8l models due to engine sludge. and they are very expensive to repair

i wudnt do it. unless it has been absolutley babied and you will do the same, than it will poop out on you in another 20k
