Neither side wants to improve things, all they want is to further their own agendas and make as much money, have as much power, as they can. They do deserve the 14% rating, actually that's too good for them. Voting down the immigration bill is a good start, but that's because WE THE PEOPLE put the pressure on them to do so. We need to keep pressuring them on the issues and hopefully they will continue to listen to us. But until then, they deserve whatever low rating they get.

This clearly displays a serious rift in the democratic party. It is not unusual for a congress that has been controlled for a long time by one party to loose popular support, it is very odd for a congress that has only recently seen control change from one party to another have such poor ratings. The public, in essence is saying they were not happy with the way the republicans were running thing but they are even less happy with the way the democrats are running things.
If you take into consideration that the country is roughly divided three ways, republican, democrat and other, the only way for this number to be so low is for at least half of the democrats being polled to disapprove of a congress they control. That is unprecedented. You would expect most republicans to disapprove of a democratically controlled congress, independents go whichever way the wind is blowing but democrats? If most democrats approved of their own congress the number could not dip under 30%.

As usual, it takes time for the Democrats to clean up after those @@#$$%^&%$%$$#$$ REpublicans!
I am heartily sick and tired up them screwing up, and then blaming it on the democrats!
The Republican Congress had complete control for six years! Where's all the benefits, where is all the good works? I don't see any!Oh, wait!
Is that a lovely little war, we are involved in?
Is that a horrendous deficit I see looming over our heads for the next thirty years?
Where is the Healthcare?
Where is an affordable Prescription Bill ?
And what about our Foreign Policy? Oh, I'm sorry! What foreign policy! With Bush at the head, we don't have any! So don't be so hasty to condemn the democratic Congress! We need some time to sweep out the trash, before we can get to work!

i thought congress hade more reps than dems and there wont be more democrats than reps until election time.
way to blame everything on dems.
by the way, not on the note of republican vs democrat, shouldnt there be some law that if there is approval that low, congress should be 'impeached' or whatever it would be called. i mean the country should be run by 'the people' and if congress doesnt correctly represent the people (14% approval) the country is no longer run by the people
those are my rants
