Apparently so based on Kenton L. McWilliams' response:
"Although I am not aware of any research in this area and have not read anything scientific about this, I will offer you my own theories as to why your eye colors may seem to change. My guess is that you have rather light eyes, either blue, green, or a mixture of both. It is true that some people's eye color can appear to change but I am not sure how much change can be elicited. My theory is that the iris behaves in much the same way as a person's face does, especially a face with pale or light complexion. I am sure you have heard people commenting on another's face as being "really red".
I am certain the capillaries of the iris works in much the same way. More blood in the iris capillaries will give its color a different appearance . . . .
Now back to the question of when your eyes color changes. Well, as you know, people's faces tend to get redder when they are mad or embarrassed, so it can be assumed that under these emotional situations, iris color may appear to deviate from its 'normal' color."

The color of the eyes, is always the same in the same person...the surrounding lights are not...
There are two factors that will produce the illusion of "change" of eye color:
1.- The changes in the diameter of the pupil, that makes the iris to contract, and look darker, thus, in low or dim light, the eyes will seem to be "green"...
2.- with small pupil, (contraction of the circular "sphincter" muscles of the iris, or colored part of the eye) will create the impression that the eyes are blue, because the folds between the elements of the Iris "flatten", offering a wider surface of the iris to the occasional onlooker....
The use of some clothing, will have a similar effect, although attenuated by the quantity of light perceived by the eye in question----
In all, the color of the eye, is given by the amount of melanin or pigment in the melanocytic cells of the iris, the ones with more melanin will look blue or violet, whilst the ones with MOST of melanin, will look dark brown,,,(there is in reality never such a thing as "black colored eyes")....
Id there is complete absence of melanin as it happens in albinos, there will be no pigment, and we will see red irises, because what we see, are the capillary mesh of vessels if the iris..(as it happens with rabbits)...
It is not a REAL change of eye color...

Well, your eyes aren't really changing color, but depending on the lighting, pupil size, and the color close to your face (shirt or jewelry) eyes can appear to be a different color. Mine do the same thing at times....sometimes they look dark green, light green, or teal blue. I say it's cool!

I don't know about regularly but when my mother was 16 her eye colour genes had a crossover and they turned from blue to green.

it depends on what kind of eyes you have mine are some times greenish and sometimes light blue!

ya it happens to my friend tay alot. it has alot to do with what color she is wearing. she is blue one day and green the next
