If you were only feeling the shaking in the Brake pedal I would have to agree with every one that you front rotors need to be resurfaced. But you state that your steering wheel "shakes and vibrates when the brakes are applied. You have another problem also along with warped brake rotors. I would have the Tie rod ends look at alnog with the rest of you steering linkage. These can also cause you steering wheel to shake when you apply you brakes as the are attached to the wheel where the rotors are located.

Tough to diagnose not knowing the vehicle type. Could be brake rotors out of round, could be defective steering part. Some cars (Hondas for one) require rotors to be turned ON the car, since they can't be removed. Non-rack& pinion cars could have a bad idler arm or tie rod end (4 tie rods on normal cars, 2 on rack & pinion cars). Could be wheel bearings, too. A more knowledgable person (mechanic) can better tell you more than anyone here. Rotors will vibrate the brake pedal, too. Steering parts will shake steering wheel with little effect on brake pedal. At any rate, it should be fixed before it costs lots more to fix. Don't say "Fix the brakes", That may not be the problem. Any good mechanic will test drive and give visual inspection before doing any work. Or SHOULD!

You may need to get your brake rotars machined, meaning that your rotars are a little uneven and warped. Machining them will even them out. It is also possible that you need new rotars. You would normally feel the vibration in the brake pedal, not so much the steering wheel..
The price depends on where you go. expect about an hour labor time [in WA the average hour of labor costs 70-85 dollars] and if you need new rotars expect it to be a little more pricy. Most places offer free brake inspections so be safe and get them checked.

Its a warped break rotor you will have to get the rotor shaved it shoul be about 15 dollars a rotor but lots more if you have it done at a shop where they do all the work probably 150.

Your front rotors are warped around $20-40 a piece if you replace them yourself. Easy fix. Remove the calipers, pull off old rotors, put in new ons replace calipers, Hour, Hour and a half

This is most likely your brake rotors out of round you need to take them to a machine shop and have them turned if they are not to bad it should only be around 20 dollars each, the quicker you do this the better

propose that the wheels are out of stability.this is the 1st factor i could examine.If that's not the project then i could propose an intensive inspection of the front end , tie rod ends,ball joints loafer arm,wheel bearings ,brakes,tire flaws,etc etc

Could be warped rotors. It all depends on what kind of car you have and how badly the rotors are warped. Sometimes they can be resurfaced to make them smooth again.

you need a new set of rotors. yours are out of round.it depends on where you get them and where you take the car, some places are cheaper then others.
