Yes it is possible to live aboard. I have done it for 8 yrs on a 38 ft sailboat. My monthly slip fees, live aboard fees, electricity and phone/web connection run between $500 and $575 per month depending on electricity usage. Slip fees will vary wildly by location from less than $7/ft/month to nearly $20/ft/month. You will also have to find a place that will allow you to live aboard ... these are becoming rare here in the US.

Well, reading the answers above, I would not choose to live on a 20 foot boat. Minimum live aboard would be 40 foot or even 50. Of course you can live on a boat, the question is can you afford the quality of life (dependent on the size and quality of boat and location) you want or are you prepared to make do with less then you would like. In my 35 ft foot yacht I can sail anywhere in the world, almost for free as the wind powers me all the way. I can live aboard for a while but I love to get home now and again for the luxury of space, garden, car parking, pool, full kitchen of freezers and other mod cons.
Not easy to live aboard on a tight budget for long. But then you will only know if you try.
Second hand house boats usually quite cheap, and third hand and fourth hand and fifth hand and ... and .... and ....

Many people live on boats. As mentioned the slip fees vary by location, length, covered/uncovered and demand. I called where I live about 4 days ago and a 40 foot uncovered slip is $130 a month. They do allow live aboard and there are Electrical connections, which is like renting a house, you call the electric company and have it turned on and they bill you.

Yes, you can pay for mooring the boat. You have to pay for the space and for the electricity. Moorage costs depend on how big your boat is and where you live. My husband pays $90 per month for moorage for a 20 foot boat, $10 to rent a parking place for the trailer plus about $20 per month for electricity. We are in Oregon. It costs more other places.

my roomate has a 55ft boat on the mississippi and it costs him $300 a month just for slip fees and they still havent restored the power since katrina
