Google "geological survey" and the name of your state. Many states list mines where the owner has given total permission for anyone who wants to go. I found out when I was trying to get permission to place a geocache in a mine where I had played as a child.

all land is owned by someone, if it looks open and unused its likely owned by the government and they dont like you messing with it either, so pay to dig in some place like north carolina, or arkansas. idaho is called the gem state. who knows. but if you dont know what it is when you see it, you will just have rocks.
