The tea leaves inside the bag swell when exposed to the hot water. You may see the tea leaves swelling if you put them in boiling water.

Probably the air molecules inside the bag expanding with the increase in temperature.

It could just be filling up with water as the teabag is permeable.

I guess the holes are small enough to be sealed by the water and as the air inside is heated it expands.

The air iside the bag expands faster than it can pass through the fine mesh of the material.
