you get a drill bit and an easy out, its like a drill bit but the threads r backwards, you drill a small hole in the shank of the bolt. Put your easy out in and use your hole you drilled to put the point of the easy out in then with your drill in reverse you extract your broken bolt

You can drill it out and use a tool called an "Easy out". It looks like a metal wood screw, with reverse threads. So as you turn it in the direction to loosen, the easy out will be tightening into the broken bolt.
Also try using some penerating oil with it.

If the easy out doesn't work, drill with a larger diam drill bit. Drill close to the diam of the screw, but leave a little bit of screw left. Usually it will come out by itself, but worse case, hammer down the sides of the remaining screw to collapse and extract

you weld a nut to a piece of metal, then weld the metal to the bolt. Then turn the nut with a driver.
