Yes, but not enough to have to tune the radio frequency. It requires mixing the signal from the local oscillator that created the RF in the first place to detect the shift. That's how police radar works.

sure. However the frequency shift is so minute that your radio reciever ignores it.

Yes it does. It's the same process as "red shift" in astronomy.
