They have lots of tred left and are very slightly cupped on the front inside. The back are fine. Are they salvageable? I'm getting a slight tire noise that gets louder at high speeds.

You might have an alignment problem. Cupping can also be caused by under-inflation or over-inflation. The noise might be caused by a bent rim or having lost a weight. Take it to a shop and have the balance, alignment, and air pressure checked.

It will require a little more than rotating the tires. You need to have the front end aligned. You may have other suspension problems

Rotate them every 6k miles. You may have an alignment problem which is causing the wear.
