Not sure I understand your question....Your fridge is working AND it's not working???
If the freezer is cold but the fridge below is not then you have ice blocking the vent between the two. Hot air rises and is cooled again in the freezer. In turn, the now re-cooled air gets pushed back through the vent to cool the fridge below and the cycle continues.
In you freezer section---look underneath the bottom panel or floor of the freezer. You may need to unscrew a few screws to do so. If you see a lake of ice under there, you will need to unplug the unit and let it thaw. (yes-even if it's a self defrosting freezer) This will most likely take all afternoon so put your food in a cooler or neighbors fridge while waiting.
Once the ice has thawed. Plug her back in and the problem should be solved. After being unplugged all afternoon, it will take a few hours to reach the desired temperature again---like plugging in a brand new fridge for the 1st time.

Check to make sure the light is going out. Not by pushing the button but by closing the door. A 40 watt bulb on 24/7 adds an awful lot heat to the refrigerator section.

If by working you mean the motor is running continously it is definitely a loss of the cooling agent. You should plug it off to avoid further damage to the motor and compressor and call service. If they can identify the hole then it is a simple refill with the agent. If not they will have to replace the whole aggregate (less motor/compressor group) Depending on how old your fridge is it might be more effective to buy a new one.
