Your past will not hinder you, but his will. He'll have a hard time proving himself worthy, due to the courts already ruling him unfit in the past. Document everything he does with the children you have now - cooking, bathing , playing, reading,etc...

Be sure that you want her for all the right reasons. I realize that you have 3 boys. Would you feel the same way if this was another boy? So, maybe you would like a little girl. You have to understand that she is not related to your children, and you have to be very careful if you do get her, that she remains protected and cared for. You didn't say how old she is, what she has been through. All of these will factor into her life. As long as you don't believe that you can just take her in and she should be grateful, and expect nothing of her, you may succeed.
If the courts did not find him proper with his other children, this could also factor in here. Remember, evaluate your reasons and expectations. This little girl needs a lot more than just a home, and it may take a lot of work for her to feel accepted and like one of your own, and depending on her age, she may feel competitive towards you for the love of her father. You didn't say what kind/if any relationship she has with her father. If all considered is applicable, then good luck.
