I am looking at purchasing land, just wanted to know ballpark figures for getting a 4 bdrm 3 bathroom 3000 sq ft house with a finished basement built from the ground up. (In the Toronto area)

It will depend on what you want in the home. A kitchen cost more per sq ft than a bedroom and quality matters. Quality can double the price. You will need to talk to a builder. Also you need to consider what is included like driveways, a well, septic tank, running electric and phone lines and the problems with buying building permits. Around here you may not be able to build at all if it can't get a septic tank or you might not be allowed that many bedrooms.
I saw a builder advertise $38USD per sq ft here but you know they would charge much more if you want quality, upgraded carpets, counter tops, light fixtures, appliances, built in vacuum or anything else that wasn't in the bid.
I plan to pay double what they bid and be grateful if I have money left.

Depends on where and how fancy. Anywhere from $80. to $300. (and up) per sq ft. ~
If you get one of the premanufactured homes ala MIT, they will start at $30./sq.ft. and are fantastically upgradeable after having been built.
