I own an '81 Honda Express. The previous owners left gas in the gas tank while it sat for about 3 years, so the gas tank is all gunky. I'm not sure if the oil pump works, so I wanted to mix up some 2-stroke fuel mixture, but I don't know what ratio I should use. What gas-oil (10W40 or 2-stroke mix if possible) mixture should I use for testing the engine?

Actually it was gunky AND rusty

People say that 10W 40 works just fine with the oil pump system (the gas is in a separate reservoir from the oil, and a pump mixes the oil and gas) on the Internet

Never use high detergent automotive oil in any 2 cycle motor. Dump all the old gas out and get some 2-cycle oil from Honda, Yamaha or Suzuki.
Today, 2-cycle oil is light years ahead of what was available when your Honda was new. They (oils) contain solvents to keep your gasoline fresh and your fuel system clean. Since it has been setting so long pick up a new NGK spark plug to replace the old one.

Ask a Honda dealer what they suggest as a safe fuel / oil mix ratio. Generally speaking with the advent with today's 2-cycle oils they run well on a slightly leaner oil mix.

Country Boy pretty much has got it. you were actually lucky. I got an Express 2 that sat with no gas in the tank, I'd take the gunk over the RUST.
