My guess is that you're seeing black widow tetras. Here's a photo of what they should look like: http://www.thetropicaltank.co.uk/Fishindx/Fishpics/blkwidw2.jpg You migh be seeing what I've seen called mixed berry tetras, and they are dyed (blueberry, strawberry, raspberry = blue, red, and pink dyes).
In the US dyed fish are about the same price to a little more than the "normal" ones of the same type. The transgenic fish (glofish) are about 7-10 times as much as the normal varieties. Fortunately none of the stores around me are carrying the tattooed fish!

They are probably Convict Cichlids (search Convict Cichlid in your search engine, sorry, all my links were too long...),
they are not generally died fish. Dying fish is pretty cruel, as well as a scam! They charge you more for the fish because it is more colorful and it took work to die them, but after a few months, the dye can fade off leaving you with fish that cost $2-$3 less than what you paid for... just don't buy dyed fish!

I'm not sure whether the particular fish you mention are dyed, but you can find out by finding out what species they are (go to sites like aquahobby.com and browse their profiles). Then you will see what colors they come in naturally. If the colors you saw were more bright or neon, they are probably dyed.
HOWEVER, there is a breed called a glofish - basically, they are danios, but genetically engineered to fluoresce under the right kind of light. They were engineered this way to test the waterways in streams and rivers, and aquarists started adopting them. They are not harmed by the genetic manipulation, and can breed with regular danios and the offspring will be normal. I see no problem with adopting these guys if they appeal to you. My one gripe about their site is they show one in a jar - and danios should never be kept like that. They should be kept in filtered, heated tanks, at least 10 gallons, as they're very active fish. They can be kind of nippy, too, so they are not good in tanks where your other fish have "tempting" fins (like bettas and guppies).

Is this the fishes you've seen?
http://www.picturefish.com/images/fish/glassfish.jpg
These are dye and they are call Glass fish. These fishes are cheap even after they have been dyed.
Anyway, it's never good to have any fishes have dye injected in them. I am against it and will not support such practice. If you happen to have purchased these fishes, do take good care of them but do not buy more of them. We should not encourage such action and we must show it by not buying these fishes. If sales is bad the practice will stop.

uhm they don't sell dyed fishes here n SEA but i believe based on the comments ive seen about dyed fishes, they usually die earlier than expected. well, i still believe that anything artificial introduced into a living organism would most likely affect its capability of living longer.. well, chemicals do usually accumulate and can cause great damage to cells...

These fish are almost certainly dyed and you should never buy any died or tattoed fish.
Please make sure you tell the store that you do not support their decision to sell dyed fish and ask them to stop stocking them.
