I want to start a discussion opened to anyone in the country on the topic of higher education. How do I just create a site specifically for that... literally like a blank page with the topic on the top and make it open for everyone... in order to get a lot of insight on the college admissions and application process.

What you need is a discussion board or a forum. There are several alternatives:
1. You can set up a Yahoo Group for the purpose. If you keep it open, however, you'll get a lot of bots joining and spamming the group.
2. You can buy server space and host your own forum. Here are some free resources for forum software:
