My guess would be it is a song about people who give money to (tele)evangelists and then do not have enough for themselves.

This line I assume is a televangelist

so send what you can
to the man with the diamond ring
they're tuning in across the land
to hear him sing

Through doing good works, he singer feels he has attained the right to heaven and paradise, despite being poor in this life.
