I think you are thinking of a bow thruster. It is a small propeller mounted in a tunnel inside the bow of the boat or ship at a 90 degree angle to the keel. It supplies thrust to move the bow to the left or right and is used for close quarters operations like docking and undocking. There are also stern thrusters that do the same thing at the back of the boat.

Thrusters are typically just propellers pointing perpendicular to the boat that are made to make it easier to manuvuer a boat in tight spaces. i.e. when you are docking - they are typically controlled by a joystick on the dash - which gives the captain the ability to move the boat in all directions with much more control then the actual motors

Mark is correct on Bow Thrusters that enable a boat to maneuver but there are also thrusters on dynamic positioned ships that allow them to hold position without anchors. They are shrouded propellers that can rotate 360 degrees.
